Cannot Draw on Typed Note

I'm trying to draw on a text note in my Notes app and it won't let me. It allows me to choose the tool to draw with (such as the highlighter), change its color, etc. But when I move my finger on the screen, nothing appears. If I open a new blank note I'm able to draw. Why can't I draw on a typed note?

Thanks for your reply. This is my first time trying to draw on a note (iOS 16), so I don't have any drawings from iOS 13. And my notes are set up with iCloud.


I just tried opening a new note, typing a few words, then drawing on it. A line appeared below the text--it looks like iPhone is telling me I can only draw below the line. I had wanted to draw on top of the text (such as to highlight words) but it just doesn't seem possible. Right now I'm underlining them which isn't as good.
