i can’t install 16.4.1..?

iOS 16.4.1 is no longer signed and hasn't been for some time. Assuming you are NOT using Beta software on your iPhone, you can update to iOS 16.7.2.

If you're using Beta software, you need to remove the Beta profile, then try to update your iPhone. If you are not using Beta software and you just haven't updated your iPhone in some time, connect your iPhone to your computer and update it using iTunes (Windows) or Finder (Mac).
