There are different ways to ensure the highest iOS that your device will support is installed on your device. Since you cannot do so wirelessly you can use Mac and PC computers to update system software. Read this support article:

When updating, your device will update to the highest version currently available that it will support, or it will just say it is up to date (and can't go any higher) and won't install anything. If you want to run a higher system version than your current device is capable of running, you need to buy a newer device.

You can't. Apple is an American company and the United States has terrible cellular networks - poor 4G and 5G coverage and terribly overpriced. Because of that they do not let you download software updates over cellular so that you do not use up all your data.
They should however let users from outside the US, such as Europe and Asia, enable automatic system and app updates using their mobile plans.
You can't, except by using a computer. Updating through cellular data requires an iPhone 12 or newer and 5G.
