Customer service are the only ones who can turn off auto-reload these days. You just have to keep trying until you find someone who knows how to do their job. Each and every single time I try to add money (manage payments / apple id balance / details / add money) or edit/stop auto reload, I have to contact customer service.
1- take a screencap showing the page with turn off auto reload with an arrow pointing to the turn off auto reload link.
2- click the turn off link and then take a screencap showing the confirmation popup. draw a box around the "yes" button.
3a- click the yes button and then take a screencap again, showing that auto reload is still turned on.
3b- draw an arrow pointing to the top part showing the amount and frequency is still there, with words saying the amount and frequency is still there.
3c- draw an arrow pointing to the link to turn off auto reload, which proves auto reload is still turned on, with words that say the link is still there proving auto reload is still turned on.
4- save these pics in a folder on a drive somewhere you can easily access because you WILL need to show customer service EACH AND EVERY SINGLE TIME...
5- each time you wish to stop auto reload, Help / Apple service and support. sign in. wait. tell customer service you want to STOP AUTO RELOAD and that the STOP AUTO RELOAD link does not work.
6- to the left of the area you type, click the button to upload the file pic 1. send it. upload/send pic 2. upload/send pic 3.
7- tell customer service your first and last name.
8- tell them your email address connected to iTunes.
9- go to https://appleid.apple.com/ and click sign in, and then sign in, copy/paste Two-Factor code from email if asked, then on bottom-left of page, click "Support PIN" to generate a Temporary Support PIN.
10- copy/paste that temporary Support PIN into the chat with customer service.
That is all the information they need. Customer service should then turn off auto reload for you.
If you need to edit auto-reload = have customer service turn off auto reload, and then set it up again with the different amount/frequence/whatever.
Save the pics into a folder. Bookmark the support pin page and/or create a shortcut in that folder. Save this information as a text file in the folder. Refer to the the text file if you forget the sequence.
I use lightscreen for screencaps and microflacid "paint" (the cheap simple pic edit program that comes with windows, because it is quick and easy to do up pics for things like this).
