By "I've tried everything..." does that include contacting your cellular provider?
Were you able to contact your carrier? What did they tell you? I ask because the carrier provides and manages the visual voicemail feature on your iPhone.

They sent me an update today, but I'll call them again tomorrow.
I contacted verizon and they blamed apple! So now what?
I've had the same problem with AT&T since updating to ios 16 and they also continue to blame Apple
