Why is it when I send a photo or someone sends me one it’s just a bubble and won’t let me download it?

When I receive a photo from my contact, It turns into a bubble where I can not download it or see the photo it self, Also it has happened to my contacts when I send a photo. Why is that?

Two things to check:

Are the photos in the ".jpeg" format? This link should offer some insight: Using HEIF or HEVC media on Apple devices - Apple Support
Do you have enough local space on your phone? See this: How to check the storage on your iPhone, iPad, and iPod touch
