Verifying I'm an adult for Family Sharing with a child

I'm trying to create a child ID for my son to set up the Apple watch he is going to get for his birthday.

On my iPhone (iOS 16.4.1 as at 16 May 2023) I get to the point of verification and it default to PayPal with no option to change to credit card. Verifying doesn't seem to work with this method. I select "Can't use this payment method" but if fails to connect. I seem to be snookered. How to I work around this? Thanks in advance.

"To verify that you're an adult, you need a credit card.

NB: "On your iPhone, you can also use a driver licence or state ID added to Wallet where available".

If you haven't already:

Seems you may need to add a credit card to your Apple ID account:

You may need to allow 24 hours for the change to come into effect.

or

Restarting your iPhone may help you see the recent change.
