I have a mac book air 6 from 2007- can it be updated to the current safari?

Sorry, no. Safari is now part of macOS and gets updated when macOS does. There is no standalone installer. So your option is to install a third party browser like Firefox, and others available. This will ensure you are compatible with the latest technology used on the internet.
