There is no Ventura ISO file. The installer, providing you have a compatible Mac, is available as a downloadable .dmg file. See How to download macOS - Apple Support and Create a bootable installer for macOS - Apple Support

I need an iso image also. My 2017 Retina 5K (intel) won't boot. I've reinstalled it twice using the restore options available. Now it seems I have no more space. I can get an .iso for Windows 10 for BOOTCAMP, I can get linux whatever .iso and using apfs-fuse access the Mac files to save them. In fact I've been running Kbuntu KDE plasma from a USB drive for almost a year because I can't boot into my Mac and can't download a .dmg because my Mac only works with linux and Windows. Ridiculous. I can't even restore from a Time Machine until I can boot into a working Mac. Why is that option available in the recovery options? What the **** is wrong here. A mac operating system only works on a Mac, right? So why not make it available to someone with only one Mac and no other way to get to the images. (I updated to Ventura and that's when the problems began. I like Monterey)
