There is no apple ID on this company phone, how can I reset the passcode?

I have a phone that I activated for a new employee, but I don't have the passcode, I have not added an AppleID yet, so I can't recover the code using usual methods.

I could request the proof of purchase from IT, but the last time I went to the Apple store, they said they no longer inlock phones.

Iphone XS Max Forgotten Passcode and Apple ID Password I have a broken Iphone XS Max which I bought from my friend back in Turkey before she moved to Canada by seeking asylum. I forgot to ask her the passcode before she moved out and now I don't have any means to reach her out because she has deleted all her social media profiles and broke her SIM. Neither do I remember its passcode nor do I remember its Apple ID's password. After getting it repaired, I tried a few passcode combinations but now it has become unavailable for 1 hour meaning that I have gotten only one attempt left before it gets disabled. If I reset/reinstall firmware in this state. Would I get a chance to renter passcode afterwards or would it get disabled permamently?
