mom put in my Apple ID on her iPad w password when I’d never created my iCloud account yet I’ve got iPhone and she doesn’t but has iPad can it claim as my device her iPad?

Are you trying to change the Apple ID that is being used on the iPad? If so, go to Settings > name at the top, then scroll down to the bottom and select Sign Out to remove the current account.
Once you've fully signed out of the account, then go ahead and sign into the Apple ID you want to start using on the device.
