When I open Find My pop up a message “unable to connect to server. Please try again later”. Can I fix it?

Try shutting down and restarting your iPhone. It seems to work after that.
Usually this type message means the server is overloaded or otherwise taxed. Just wait and see what happens.

I believe this has a problem with Wi-Fi since I've been dealing with same problem when i turn on Wi-Fi. Maybe there are some sort of problem apple need to fix with IPv6 connection.
in that section in settings you have to agree to the icloud agreement near the top
