For iPhone , how to create shortcut for “Battery is charging”?

SunnyInToronto ~ I've tested the following shortcut and it works:

1. Instead of using Toolbox Pro's actions, use Apple's 'Get Battery Status' action.
2. Once you've added that action, tap its default 'Battery Level' variable and choose 'Is Charging'.
3. Then add an 'If' action and its variable should default to 'Battery State'.
4. (If it doesn't, touch & hold whatever variable is there and choose 'Battery State' from the drop-down menu.)

SunnyInToronto ~ By the way, be aware that that 'Get Battery Status' action cannot directly determine the battery status of another device – only its own battery status. So, for example, your iPad cannot determine the battery status of your iPhone via the 'Get Battery Status' action. (As far as I know.)
