Toca boca that didn’t go through

Hi guys, I updated everything to its newest like the software update. I checked if the append needed updating but it didn’t. The screen is still showing that pop up. I don’t know if it’s because I’m 12 and we have a family account but I do put my mom birth year. After I put it that’s when it pops up. I’ve done purchases before on my younger brothers iPad for a gift and that worked. I just need some help to put the birth year in and for it to accept. The birth year is 1982.
