Emergency Bypass ringtone/text tone setting in Contacts keeps resetting

I turn my phone's ringer off at the office, and Do Not Disturb switches on at bed time, so I have enabled Emergency Bypass for important contacts. It always works for a few days, sometimes longer, and then I miss calls from my wife, our children's school, or my mother's nursing home, and I discover that all of these contacts have reverted back to Default. I re-enable each of them again, but that only works for a while.

I'm at a loss and have had to set a reminder to periodically check the settings on these contacts so I don't miss an important call. My phone's iOS is 16.3.1, but I also had this problem in the last version. I can't be the only one! If anyone has a solution, I'd appreciate it.
