If you get the Learn More popup, when tapping on the (➕) icon in the Wallet App that takes you to the support document you posted from, then make sure your iPhone is set to a country or region where Apple Pay is supported in Settings➜General➜Language & Region➜Region. click here ➜ Countries and regions that support Apple Pay - Apple Support

From Wallet?
Tap on the card, the on the (...) icon at the top, then on Card Details, and then scroll all the way to the bottom to find the "Remove Card" option.
If that is not it, then I suggest you start your own thread, using the "Ask the Community" link at the top of every page of the forum, instead of posting in someone else's unrelated thread. You'll get much better help that way.
