What errors are you getting?
Do you have Screen Time turned on at Settings > Screen Time? You can scroll to the bottom to turn off. Screen Time on its own will not cause the problem, but several of the options in there like Contents & Restrictions will and it is just easier to turn it off to test, instead of checking each of the options.
