Bought 2TB of storage for my iPhone 12 pro max but pop ups still say my phone is full. Why sell terabytes of storage if it not helpful to users?

You bought iCloud storage not iPhone storage. The phone's internal storage cannot be increased, it is a fixed size. Buying iCloud storage does not increase the phone's storage capacity.
