Actually, Having asked the question I've just tried again and discovered how to do it! So here's my answer to my own question.
Open a conversation in Apple Messages and place your wanted Memoji in that. You don't need to send it.
Open a draft email. You can then drag the Memoji directly into that draft email and add your text, etc.
Hope this helps someone else.
And Apple, why not make Memoji directly available in Apple Mail? Huh?

In Ventura 13.3.1a there is no such option in Settings. However there is a Keyboard option but it has no Memoji setting.
You did notice the M in front of emoji didn't you?
Works fine Directly in Apple Mail for me 👍
Suggest checking System Setting >> Keyboard configuration as per image below 🤞
Then the Memojis does not appear to be Offered by Apple in macOS Ventura 13.3.1(a)
