If you have enabled Find My on your phone, and you Power Off the iPhone using the slider, note that there is a message there that says........iPhone Findable After Power Off.

So yes, you can track your iPhone even if it is off.

Now, if by "off", you mean that the battery has run down to nothing, then you won't be able to track the phone in that case, since the phone is more dead than off.

Why does Apple offer an option in Find My to track the phone even if it is "Off", if this is not possible? Remember that Bluetooth is still intermittently active on the phone even if it is powered off?

This feature is active in the iPhone 11 and higher if your have enabled Find My on the iPhone.

You can’t track it if it is off. It most be on and have an internet connection to be able to use the findmy app.
