When I try to update an app it says “needs verification” from a past Apple ID that I don’t use and don’t what to be on. If brings me to settings where it try to make me log into that old Apple ID when my phone is on a new Apple ID

Apps are permanently tied to the ID that was used to purchase them. It seems you purchased that app with an ID you no longer use. Delete it, and re-purchase it using the ID you are currently using.
