Double-check the following:

  1. if your iPhone is in fact compatible with the latest iOS update.
  2. if you have enough space to install the update.

If your iPhone is still compatible with the latest iOS, and you aren't out of memory space: if you have access to a PC or Mac, you can force an update manually, either via iTunes for Windows or Finder, by connecting your iPhone to the computer with a cable.

However, when I last had a problem installing the latest iOS on a compatible iPhone with enough room, it was because the phone was very much on its last legs. If you can, I suggest taking it to a Genius Bar and seeing what they say. In my case, the phone was 4+ years old and the battery was pretty fried, I ended up choosing to upgrade rather than fussing with a new battery.

After I press install now it verifies my update then it doesn’t proceed

The update will not occur until your iPhone is connected to a good strong Wi-Fi signal with an Internet connection.

The update will not occur over your current LTE cellular connection. IF....your phone was 5G capable...AND...your carrier was providing a 5G signal.....THEN.....you could update using cellular data. But, the XR is not 5G capable.
