An Apple Watch (GPS only) can use your paired iPhone's cellular connection, but it does not have an independent cellular connection of its own.

oh ok so in order to receive notifications and make calls i have to pair my phone with it as if they were airpods

Basically, yes. But pairing the watch is done through the Watch app on your phone.
