My iPhone 7 was under warranty and it had a cracked screen. I took it back to my provider they sent it back well. I ended up getting an iPhone 11 promax but I keep seeing someone else’s name in the iCloud why is that

You got someone else's phone back. Even if the phone was replaced with a newer version, it would have powered on to the "hello" screen. It didn't.
You'll have to try to work things out with your provider. The mixup is their responsibility. Don't let them try to blame this on the "service shop" or "Apple" or anyone else.
