Why is Migration Assistant sl slow from M1 -> M2 even over USB / Thunderbolt?

I'm using Migration Assistant fo transfer my Macbook Air M1 to a Macbook Mini M2. They're connected via USB.


The transfer speed is now showing 44.4 Mb/s - the fastest it has been has been ~70 Mb/s.


USC-C 4 / Thunderbolt 3 is supposed to deliver up to 40Gb/s.


How does 40Gb/s turn into 60Mb/s?

It's copying individual files one at a time. When it is copying a large file the speed ramps up but when copying small file after small file it completes the transfer before it reaches full speed. It's like a drag racer not being able to get up to speed before having to hit the brakes to return to the start line over and over.

Each spike is one file the height is the speed each file copy reached. Smaller files finish quickly.
