Can't Add New Wallpaper

I cannot add a new wallpaper because there's a lot of new black photo wallpapers (see SS attached) that was added on my device that I did not add.

I've tried to delete a lot of them but after doing so... I'm still receiving an error message saying "Wallpaper Limit Reached. Please delete one to add a new one".

This has been an issue since I've upgraded to iOS 16.3 and now I'm running 16.5 and still experiencing the same issue.
