I am unable to update apps on my iPadOS 16.4.1

Do you get any error message?

Try to update your iPad first, you can update your iPad Pro to iPadOS 16.5, see -> iPad models compatible with iPadOS 16 – Apple Support (UK)

You need about 6 GB device storage and good Wi-Fi.

If they are On, turn Off Hotspot & VPN.

Charge the battery > 70%.

Go to Settings -> General -> Software Update -> Download and Install.
