I can send/receive IMessages but not Text Messages

Thanks. I contacted my carrier who suggested I contact Apple cause the carrier couldn’t find a reason it was happening…but I’m thinking it may be the person I was trying to message because I could send the same message to his companion’s phone but not to his phone - it may be something in his settings
