In my watch it not possible to download / read what’s app messages when it is on cellular data

It really doesn't matter whether you are on cellular or not, Whatsapp has never released an Apple Watch app. Whatsapp is a Facebook (Meta) product. This would be up to the app developers at Facebook to deliver. Apple has no control over products they don't own.
Contact Facebook and let them know what you'd like. I have heard that there are 3rd party apps, which may integrate with Whatsapp, which will let you see and respond to Whatsapp messages. You'd have to look in the App Store and try some to see if they offer what you're looking for.
