I'm trying to add money from my debit card account to my Apple Cash account, but I cannot add more than $200 to my Apple Cash account, it always pops up "Payment failed" and "Services Unavailable - Services are currently unavailable. Please try again later", my debit card has more than $500.

Might be nothing more than “weekend maintenance” by your bank’s IT department.
Not “all” systems are operated with 100% availability.
Give it ‘til tomorrow and try again.
Or … perhaps your bank has a max $ limit on your account’s online transfer transactions. Call your bank to inquire.

There are transaction limits in regard to amount that may be transferred. These will be limited if your account is verified. Please review the support article linked below and check that your account is verified.
