Unable to import any old photo library to Photos on my Mac mini M2 with Ventura.
The libraries are on a separate disc with Mac OS extended (journaled) But when I try to select they are gray, so it is not possible to select them.

1) You are supposed to add the Photos application to Full Disk Access, not your drive.
2) Try starting Photos while holding down the Option key. It should ask you for which library you want to use.
See if you can select that one. If it is not on the list, click "Other library..." and navigate to its location, then click Choose Library.

Are you starting Photos holding down the Option key to select a library?
Does Photos have Full Disk Access in System Settings->Privacy & Security?
How do you mean “not possible”?
In System Settings->Privacy & Security there is a section for Full Disk Access. In there you should be able to click + and add applications to the list. What happens?
It sounds like it is an iPhoto Library. Ventura can’t import an iPhoto Library. It’s too old. All you can do is import the images.
You need to tell us what exactly are you doing when you see this Open dialog box.
1) is it in System Setting, in trying to add something to the "Full Disk Access"? - AGAIN, you are only supposed to add the Photos application itself, not the libraries! Press Command-Shift-A to go to the Applications folder, locate Photos in there, select, and click Open.
2) is it within Photos, when trying to import content? It does NOT SEEM to be - if it were it would say "Import" or "Review for Import" instead of "Open".
You need to tell us exactly how you are trying to access these libraries.
As Barney noted, it would also be helpful to know how old they are, and possibly you may need to import from them, instead of opening them.
As a last resort (I don’t think we’re there yet!) the actual image files can be retrieved from the package.
Okay, I'll give it a try again: the extended HD, as mentioned before, so inclusieve with the iPhoto library, and with Mac OS extended-Journaled is connected directly to the USB input.
Then I open Settings->Privacy & Security, 'full disk acces' push the + button, give in my password, and push change settings.
Adding at the left side the HD (named 'Naamloos') but then, in the middle column I get to see the content of that HD, but many things are gray, including 'iPhoto-library #12'
Yes it is last opened with Mojave, as far as I can see.
If I try to open the same HD with my old MacPro 5.1 I get the message " you have opened this before, therefore it is not possible to open it now"

It may not be able to open a. “Old”
Library. You may have to just import the photos from the Library.
How old are they? Which OS were they last used?
Yes, that kind of things I try already, even 'settings>privacy & security', I can't select the whole disc, and the photo library is still gray.
Maybe I do something wrong, because you mention 'Full disc access' and that is not possible.
Yes, I suppose that's also a problem, I use it on many different OS systems, it begins with my old Mac Pro 5.1, and many other successive OS-systems.
Two libraries are more than 12 and 24 GB, and I wonder there must be a way to open it?
I am very sorry but with these directions I can't get the app to open, no matter what I try I give up but you gave another clue by right 'click' show 'package contents' then I reach the folder 'Masters', maybe I can import it that way?

Yes, I understand you, but again many items, not all, are gray, so impossible to make choice.
