Contact Apple. That’s not us. We’re other users, and other third-party developers.
Use the Developer Support link on the Apple Developer webpage, or use the developer telephone contact path:

In general, Apple Developer accounts need use the Apple ID email format and not the Apple ID telephone number format, and program enrollment payments must be made via a recognized payment card and via not an Apple ID balance or gift card, and Apple must be active in your country or region.
