AirTags are registered to one Apple ID at a time. If you are using the same Apple ID across multiple Apple devices (such as, iPhone, iPad and Mac etc.) then you can view the AirTag in the Items tab of the Find My app on all those devices.
You cannot connect an AirTag to two iPhones if both iPhones are using different Apple IDs.
