If you need a verification code to sign in to your Apple ID, we want to share this article as a good place to start: Get a verification code and sign in with two-factor authentication - Apple Support. Since you're seeing some unexpected behavior with the existing method of receiving that code, another option would be utilizing the information in the article we shared above to try and acquire a verification code in another way which will hopefully resolve the issues you're experiencing.
Once you are able to get logged in, it wouldn't be a bad idea to follow the steps here since you may be seeing unexpected activity on your account: If you think your Apple ID has been compromised - Apple Support. Specifically, we would recommend follow these steps, from the section titled "Gain control of your Apple ID" in that article:
1. Change your Apple ID password
2. If your Apple ID password has been changed by someone else, reset your password.
3. Go to appleid.apple.com to update any of personal or security information that isn't correct or that you don't recognize.
4. Check with your email address* provider to make sure that you control every email address associated with your Apple ID. If you don't control an email address, work with your email provider to regain control or use a different email address.
