I am having trouble when I text a picture or attachment on a text. It says is undliveral

Texting photos or attachments to non-Apple iPhones requires MMS through your cellular carrier.
MMS requires both the following:
- Settings > Messages > MMS Messaging = “on”
- Permission from your cellular carrier to use MMS under your plan. This may cost extra.
