I have denied web notification of websites since this function has been introduced. And now I want to try to use it once denied site never ask me allow notification again. Is there any way to remove “denied list” or force insert “allow list” of a web site that I want to get web notification again?

Go to Safari > Settings > Websites > Notifications. You should be able to find the site in the list and change Deny to Allow. If you are on the site currently, it should be on top of the list.

That is odd behavior, mine shows about 50 websites that are all set to Deny. Do you have any third party content blockers or anything in Extensions on that same setting window?
Maybe try booting into Safe Mode and see if anything changes:
It only shows allowed one. I can't find denied sites in notification menu as below (capture in Korean).
I got your point - denied sites must be "Deny" - and I visited each sites, found web notification also denied on web side too. I have changed web notification option on them ( google drive, you tube and others ) and finally get "register notification?" popup again!
