I have a reoccurring wake up alarm set on my HomePod mini to play a radio station through Apple Music. If the Internet is down at the time of the alarm what will happen? If Apple Music is not available will the alarm tone sound?

I don’t know about that , if it could switch over to a sound instead. I use automations to wake up with Apple Music. If the wifi is off it won’t trigger. Not the same as an alarm though. I suppose a back up alarm using a tone to occur a few minutes after might be the best practice. Or you could test this out now by turning your wifi off. See what happens. I tend to think it won’t though.
