Paypal rejected for payment

I use paypal for monthly payment of my 200 Gb cloud for more then four years, but suddenly payment is declined, I cannot add other Paypal account or debit / credit card for payment. Icloud has been downgraded to 5 Gb. What is happening ?? What is wrong
