Why I cannot download cash app are messenger

So we have know about this issue. I spent 1300 bucks on this phone. Update and fix this issue. This is ridiculous that I’m trying to fix messenger, but now I can’t download it unless I pay up on subscriptions I don’t want to pay for. I think that’s illegal
