Did an update disable my iPad?

Using my loved iPad, (iPad Pro 9.7 inch, Model MLMV2LL/A), it became sluggish aver the past few days. When 16.5 came, it stopped communicating with my Control4 and most sites on internet. I have been trying to get that up again with communication with the maker. I've done both resets to no relief. I've restarted the modem and the router. That Control4 error happened with my iPhone 11 Pro about a week ago. With both down, my ability to manage sound remotely for my TV was gone.

1) Did the update shut my iPad down, not repaired with both resets?

2) Is there a connection with the iOS update and the discommunication with the Control4? Is it a fail on the iOS, is it the Control4, or is it the age of the iPad?

System software updates can, on occasion, cause Apps to malfunction - and Apps may need to be updated by the App Developer if they are to remain fully functional and bug-free.

iPadOS 16 has made fundamental changes to its HomeKit architecture - of which one significant change is that an iPad can no longer be used as a HomeHub within the new system architecture. Instead, HomeHub functions are now architecturally dependent upon either an AppleTV or HomePod to function. If Control4 use proprietary functionality for their system, changes to HomeKit may not be relevant.

If issues with your home automation are due to an iPadOS update, you are only likely to resolve the issue with the assistance of Control4’s technical support team.

And, I have reset Network settings then All on the iOS on iPhone 11 Pro following the General settings. Updated to 16.5. I then deleted the app and borrowed from my wife's iPhone 11 Pro Max. Neither process worked. iPads and her phone work well. All are uptodate.

The issue is clearly iOS. It will try, then all night try to add.
