Apple doesn't really "repair" iPads in any traditional way. With perhaps a few exceptions (with specific models) the way Apple does things is to replace/exchange a device regardless of the issue. If it's just for the battery, then they charge one price provided the iPad is in good working and cosmetic shape. If it doesn't work, it's called "other damage".
If it's completely black (without any physical damage) it could be a completely dead battery. However, if you can't power it on to verify that everything works, it's really just the same "other damage" price that Apple charges. Replacements come in a plain box without accessories like a cable and power adapter.
For the iPad Air 2, the "other damage" price is $299 in the United States, regardless of storage capacity. For that I'd think it would make more sense to just get a new iPad 9th generation, where the base model can be purchased for less than that replacement price and has better compatibility with current apps and much higher performance.
