Do your Part: Provide Apple with feedback on this, letting them know about this issue.  Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come.

1. Go Here: Feedback - iPhone - Apple
2. Select: "Bug Report" for the "Feedback Type"
3. Comment: that this all began after installing an update. Include the URL of this thread
4. Proceed from there as necessary

I finally figured this out after reading several articles that all day the same thing but aren’t actually helpful. This specifically worked for the Mail app on my work phone. Settings>Notifications>Mail>Customize notifications>Accounts>Turn on alerts. I don’t know if this works for other/third party apps but this is the only thing I have found that works. I assume the update turned this option off as it was moved to “custom settings”. Good luck!

I have this exact same issue and I've not seen any real solution. I have reported the issue to Apple.
