I have a very old I-phone we are trying to un-disable and use as a temporary backup to a broken phone. Is there a way to factory reset without using I-tunes? I am trying to get this unlocked and overnighted for them to take to Verizon and setup temporary service. I do NOT have access to I-tunes at this time.

No. Perhaps you have a friend with a PC and Mac that would be willing to let you use the product for 10-15 minutes. Most libraries have computers that are free to use. If you have an Apple Store in your area, you can take the phone in and use one of the Macs there.

Verizon certainly has computers at their locations, but I cannot say whether they are for public use. It couldn't hurt to ask if you have a store nearby.
Is Verizon able to reset or just Apple?
Last stupid question, is it possible to go ahead and send the phone to the person who is needing it and they can take it to an apple store or login to their itunes account and un-disable it?
Possible, but they will be calling you for the Apple ID and Password that you used when you originally set up the phone.
If I don't have the password for the original setup? This phone is probably 10 years old.
