Yes. iCloud does not make apps magically work. iCloud gives you access to iCloud features only. Its not an App platform.

Can't answer that question unless you provide your device model/year and the iOS version it is running.

My guess is that you have an older model and the current Google version is not compatible with it, so when it got deleted, you can no longer download the old version.

So what does this have to do with running iPad apps on Windows?

You can try to find the Google app, in your purchase history and if there's still a compatible version for it, it should offer to download it.
