Daughter can't buy app-related (specs) through Apple-ID Family

Mother and daughter have established family connection through Apple-ID. Daughter have downloaded "Toca Life World" and wants to buy an expansion pack for the app. The family connection is set up so the mother has to approve the purchase before the transaction goes through. But daughter has to enter year of birth in the app and even though it's the same as the registered year of birth for the Apple-ID it doesn't work. The daughter is 11 years old, but the age limit for the app is 4 years old. When mothers try to purchase the same expansion pack on her own phone she uses the registered year of birth for the Apple-ID and it works.


Does anynone know what we are doing wrong?

Purchase through Apple doesn't require verification of the age tied to the Apple ID. The third-party developer can limit purchases due to age separately from Apple's limitations.
