Why I am unable to use Apple Pay in India
Samsung Pay works like a charm, then why not Apply Pay in India?

Because merchants and Banks in India don't yet support or have implemented Apple Pay.
It's not up to Apple. Your Banks and stores need to want to support it, and Apple can then help them implement it. Apple cannot force it on them.
