How do I format my external SSD in a M2 Mac Mini with Mac OS Ventura?

How do I format my external SSD in a M2 mac mini with Mac OS Ventura? I load Ventura on the SSD, but it gives me an error when I try to use it as the startup disk?

Thanks, but that didn't help. It's an older OS and Ventura seems to be different. I can load the Ventura OS to my external SSD, but it doesn't seem to load it fully as I never get screens that ask me about which country I'm from, language, etc. It says it's loaded, but when I go to switch start up disks it gives me an error.
