Ask the seller to remove the lock or give you a refund, or if applicable, ask the people running the store or website you bought it through for a refund. It's an anti-theft measure.

Return the phone for a refund.

If you cannot return the phone for a refund, turn it over to the police. The phone is useless to you....and it is also likely stolen.
