Go to Settings>Accessibility>Touch>AssistiveTouch - Toggle 'AssistiveTouch' to 'Off'.
This 'Touch' option is under 'Physical and Motor' section.
This is on an iPhone 13 Pro running iOS 17.4.

Then that is most likely because you have the accessibility shortcut enabled. Go to Settings/Accessibility, scroll down and turn off Accessibility Shortcut.

It worked, after I turned if off on my iPad. Then it allowed the phone to turn it off.
