The Only Full Version of macOS 12 Monterey that is offered from Apple via the Download Page Link is going be the latest Version which should be Version 12.6.6 and Not 12.3
Also suggest updating the currently Installed Big Sur 11.2.3 to the current 11.7.7 Before attempting the jump to Monterey
The eventual upGrade to Monterey will probable work better with Big Sur being Fully Up To Date
